Since 1931, studies done by international best-known scholars such as Heinrich revealed that employees' unsafe behavior accounted for more than 80% of the occupational accidents. In recent years, statistics also showed most of the major occupational accidents occurred around the world mainly involved "violations of safety rules and regulations" that is one form of unsafe behavior.

To improve workers' safe behavior and then effectively prevent reoccurring of major occupational accidents, it is essential to apply the theory and methodology of behavior-based safety. According to the theory of organizational behavior, improving employees' unsafe behavior can be achieved through three levels: individuals, organizations and safety culture. According to the theory of management, the activities of co-ordination aiming to safety carried out on those three levels are just what safety management means. Therefore, the term of "behavior-based safety" and "safety management" are actually the same. But in China, the term "safety management" is more widely used while "behavior-based Safety" is more commonly used in other countries. The topics of this symposium will be focused on behavior-based safety and safety management.

This symposium is the first international symposium on behavior-based safety and safety management organized by academic institutions in China. We believe that the symposium will help promote the application of behavior-based safety and safety management in China, which is just in its developing stage at present.
